Description	dependency tag handling should not try and install pear librarys/application if they are about to be installed from an svn checkout; This is to cut down on warnings so that people hopefully will read the one that are there and legitimate

timj 19 Jul 2009 00:31 manager ~246	Although it could in theory be done, I don't think this is necessary any more now that bug 234 is fixed, because local copies of PEAR applications are now installed before using dependency tags, so the spurious warnings won't be there.
